Mallard Advisors was originally founded in 2002 as one of the few Delaware firms to provide fee-only financial planning, retirement planning, and investment management to local Newark, Wilmington, and Hockessin residents. We now work with clients nationwide.
Bill Starnes is the founder and financial advisor at Mallard Advisors in Hockessin, Delaware. Part of Bill's professional mission is "to engage clients in an enjoyable process of financial education and planning that provides value and quantifiable results." Bill helps clients understand the advice he offers, strives to save them money, and assists with the big decisions during life's inevitable transitions. Bill places significant emphasis on retirement planning since this is one of life's biggest transitions.
Bill lives in Unionville, Pennsylvania, with his family. Outside of the office, Bill is dedicated to spending quality time with his family and enjoys the exhilaration of mountain biking, the challenge of golfing, and reading.
Holding a Bachelor of Science degree from Penn State University, Bill has also earned the designation of CERTIFIED FINANCIAL PLANNER™ Professional from the Certified Financial Planner Board of Standards. Bill earned his Masters Degree in Taxation (MST) from Widener University, and has earned the professional designation of CHARTERED FINANCIAL CONSULTANT (ChFC) from The American College.
Bill is a member of the National Association of Tax Practitioners (NATP) and the AICPA.

Sherry and Bill have worked together over twenty years. Sherry is a senior financial paraplanner, and works closely with Bill in the execution of recommendations and with clients to provide all needed support and service.
Sherry completed the Financial Paraplanner Program from the College of Financial Planning in 1988 and is registered in the National Directory of Financial Paraplanners.
She lives in West Grove, PA with her husband, and she enjoys reading, knitting, the beach, and spending time with her children and grandchildren.
Christina joined Mallard Advisors in February, 2008 as our Office Manager. She ensures that much of the operational functions are executed in order to provide the highest level of service to our clients. Christina holds an Associate's degree in Office Administration and lives in Newark with her husband and three daughters.
Rachel Roach recently graduated with a Bachelor of Science degree from the University of Delaware's Financial Planning and Wealth Management program. She joined us in 2018 and works closely with Bill to provide any needed support and client service. Rachel aspires to earn a CFP® designation so she can help others learn about the importance of money management.
Helping clients understand the complexity of personal finance and creating a sound and personalized financial plan is important to Rachel.
Rachel lives in Maryland and is an avid hiker.
Kristen Rose has been with Mallard since 2014 assisting with portfolio reporting and management as well as helping to maintain back office operations.
She lives in Elkton, Maryland with her husband and three children. When she has free time, she enjoys baking with her daughters and watching historical dramas.
